Southern Provincial Irrigation Department (SPID) came into being with the formation of Southern Provincial Council in 1989. The functions and duties of the province formerly carried out by the Central Irrigation Department were handed over to the newly formed Provincial Irrigation Department as per 13th amendment to the Constitution. According to the 13th amendment all non-inter-provincial irrigation schemes should be under the purview of the Provincial Department. In the Districts of Galle and Matara no inter-provincial irrigation schemes but most of major irrigation schemes in Hambantota District are inter-provincial so except in Hambantota SPID has a prominent role of developments of water resources for irrigation in the province.
In Hambantota, one of the driest district in the country has more than 800 minor tanks fed by the catchments within the province to store the last few drop of rain water and the farmers are immensely helped by these tanks not only for their paddy cultivations but for other field crops, domestic and homestead animal needs as well. Usually these minor tanks being looked after by none of the governmental or non-governmental organizations majority of them are either non-functional or of very little use and hardly any maintenance is being done. So the SPID has a big responsibility of revamping and modernizing these poorly treated tank and other irrigation schemes to their full potential.

 

The department lacks certain basic infrastructure but is in the process acquiring those and will be developed gradually into a fully fledged engineering organization within next couple of years. At present the all offices are stationed at buildings burrowed on rental basis and will be moved to permanent buildings in future.

The annual development work plan is usually prepared by the Director on the proposals received from the beneficiaries and other interested parties in the society engaged in the irrigated agriculture. Almost all of the irrigated lands are paddy and the lands are irrigated by tank or diversion (anicut) schemes. . Drainage and flood control is a primary concern since a significant portion of the lands are in wet costal belt, flooding and slow drainage by gravity in low-lying areas often poses threat to the cultivation and also sea water intrusion during dry periods is the other frequent problem in the area to be dealt with. The annual development program is prepared so sparingly to meet the above mentioned provincial specific irrigation, drainage and flood control matters and in the mean time to encompass as much proposals as possible out of a long requests within the limited budgetary provisions granted by the Financial Commission.

Clearance and Project Appraisal
SPID is a trustee of the state irrigation and drainage schemes, reserved crown lands and other custodian properties of the Government/the Provincial Council. Therefore if anybody or any organization happens to come across getting involved with these properties for development or business venture such body has to get clearance from the SPID first. The approving bodies of such projects like Urban Development Authorities, Environmental Authority etc impose clearance from the relevant irrigation department when the project is likely to interfere with existing irrigation and drainage schemes, irrigation infrastructure or their reservations. Therefore it is advisable to contact the irrigation authorities by the developer or investor in advance and get their advice and recommendations to minimize the undue delays and problems that could be cropped up otherwise.

Government Organizations
Any development project which interferes with irrigation or drainage scheme should be implemented with the due consultation of relevant (central or provincial) irrigation authority and that will minimize the unnecessary delays and problems.

The Department’s recurrent expenditure such as salaries of permanent employees, maintenance of vehicles and other assets are met by budgeted allocation of Government’s annual recurrent vote. For all development works, the Department has to depend mainly on the annual grants like Provincial Specific Development Grant (PSDG) given by the Central Government annually being the primary source of fund whereas in minor scale provincial grant is also available in some years known as the Grant of Criteria Basis. Additionally funds are some times received for special and accelerated programs through major projects implemented by the Government.

Background:

The irrigation department of Sri Lanka has defined a minor tank as a reservoir whose irrigable area is less than 80 ha. It is estimated that there are about 25000 minor tanks in Sri Lanka, most of them in dry zone. Out of these about 10000 tanks are functioning. The rest are abandoned. Over the past two decades several government and non governmental organizations have made attempts to rehabilitate the tanks that are abandoned.

One major issue that these organizations face is the inaccessibility to information about the tanks. Information pertaining to these tanks is not available in an easily retrievable form. Most of the data are available in paper. As such anyone interested in obtaining data will have to wade through piles of paper to get them. Further, these minor tanks are operated and maintained by different organizations. Hence, even the available data are scattered over several organizations, making data retrieval a more difficult process.


Objective

Objective of this project is to develop an easy information retrieval system for minor irrigation systems in the Southern Province. Developed system will have the capability of adding new data as they arrive, modify inaccurate data and delete obsolete data.

 


Methodology

Methodology of this project consists of three phases. They are

  1. Data collection
  2. Creation and populating a database
  3. Development of a Graphical User Interface to retrieve the data

 

  1. i. Data collection

This study will be confined to three districts, namely Matara, Galle and Hambantota. The numbers of minor tanks in each of these districts are about 32, 5 and 900 respectively. For the purpose of this study 23 tanks will be selected. The study consists three from Galle, ten from Matara and ten from Hambantota. The selection criteria will be based on availability of data and physical accessibility.

Next step is to decide on the type of data that is going to be collected. Three categories of data will be collected for the purpose of this study. They are sociological, hydrological and physical data and the typical data set would be as follows.

As mentioned earlier these minor tanks are maintained and operated by different provincial and governmental agencies. As such, first step in the data collection process is to visit the relevant line agency and collect whatever the data that is available. Next step is to make a visit to the tank. Purpose of the visit is twofold. First is to verify the data collected from the office and second is to collect any missing data. Sociological data will be collected from the farmers and grass root level government officers. Some of the hydrological data will be collected from the meteorological department.

A minimum of three photographs of the tank will be taken. Purpose of these photographs is to capture any information not gathered during data collection process.

 

  1. ii. Creation and populating the database

First step in the database creation is the preparation of the entity relationship diagram for the system. Currently, the following entities have been identified.

 

  • Reservoir
  • village
  • GS division
  • AGA division
  • District

 

After the data collection new entities may be identified. Then an entity relationship diagram will be prepared.

 

Next step is to create the database. For the purpose of this project data base will be created using MySQL relational database management software. This particular software was chosen because it is open source and free for non commercial users. Tables representing the entities and relationships will be created in the database. In MySQL tables have to be created using command line scripts. This is not very convenient and prone to errors. As such PHPMyadmin, third party software designed to work with MySQL will be used to create tables. PHPMyadmin is open source software which is free for non commercial users.

After creating the tables they will be populated with the data collected using PHPMyadmin. Then a set of data validation scripts will be written to check the accuracy of the data. These data validation scripts will be run against the database to identify any errors in the data. If any errors are observed they will be manually corrected.

 

  1. iii. Development of the Graphical User Interface

Retrieval and display of data will be done using a web page. We will be using Apache web server, which is also open source software. Google Maps is freely available mapping software. Once the boundary of our dataset is established, Google Map will be embedded in our web page.

Final step is to write the code to connect to the MySQL database, retrieve the data requested by the user and display them on the webpage.

The scripts will be written in JAVA and PHP.

 


Intended Deliverable

  1. Followings will be delivered at the end of the project; Database creation scripts, Table creation scripts, Data insertion scripts, and Software required to manage the database.
  2. Training will be provided to two nominees regarding the database and JAVA scripts.

iii. Assist to migrate the data and code to Irrigation Department server (Irrigation Department require to configure a server – ubuntu is preferred for this project).

Dept. of Civil and Environmental Engineering’s commitment to the project ends with the data and code migration. Provincial Irrigation Department will have to maintain the database.
